What is Cognitive Radio?

A cognitive radio (CR) is an intelligent radio that can be programmed and configured dynamically. Its transceiver is designed to use the best wireless channels in its vicinity. Such a radio automatically detects available channels in wireless spectrum, then accordingly changes its transmission or reception parameters to allow more concurrent wireless communications in a given spectrum band at one location.

This process is a form of dynamic spectrum management. In response to the operator’s commands, the cognitive engine is capable of configuring radio-system parameters. These parameters include “waveform, protocol, operating frequency, and networking”. This functions as an autonomous unit in the communications environment, exchanging information about the environment with the networks it accesses and other cognitive radios (CRs). A CR “monitors its own performance continuously”, in addition to “reading the radio’s outputs”; it then uses this information to “determine the RF environment, channel conditions, link performance, etc.”, and adjusts the “radio’s settings to deliver the required quality of service subject to an appropriate combination of user requirements, operational limitations, and regulatory constraints”.

Some “smart radio” proposals combine wireless mesh network—dynamically changing the path messages take between two given nodes using cooperative diversity; cognitive radio—dynamically changing the frequency band used by messages between two consecutive nodes on the path; and software-defined radio—dynamically changing the protocol used by message between two consecutive nodes. J. H. Snider, Lawrence Lessig, David Weinberger, and others say that low power “smart” radio is inherently superior to standard broadcast radio.

Cognitive radio (CR) is a paradigm for opportunistic access of licensed (primary) parts of the electromagnetic spectrum by unlicensed (secondary) users. This emerging technology is aimed at improving the efficiency of wireless resource usage. In medical environments, CR has big potential to solve interference problems caused by the scarcity of spectrum allocated to medical applications. Hospital environments such as the operating room (OR) offer challenging scenarios to spectrum managers, in which CR is a viable solution to ensure electromagnetic compatibility (EMC). A recent trend in medical practice is the use of wearable wireless medical sensors. These devices are being introduced in unlicensed bands, where the usual concepts of primary and secondary users do not apply. This paper discusses some of the alternatives for implementing CR in such particular environments. A short survey of CR for hospital environments is also presented, highlighting the differences with the scenarios in which wireless sensors are used.

Soon afterwards, the serial entrepreneur created Neuralink, with the intention of connecting computers directly to human brains. He wants to do this using “neural lace” technology – implanting tiny electrodes into the brain for direct computing capabilities.

In recent decades areas of research involving nanotechnology, information technology, biotechnology and neuroscience have emerged, resulting in, products and services.

We are facing an era of synthetic telepathy, with brain-computer-interface and communication technology based on thoughts, not speech.

The United Nations has one courageous expert who is on the trail of several weaknesses in our global law enforcement system. These legal and investigative loopholes allow systematic harassment of our citizens.

Such harassment inflicts loss of livelihood, loss of social circle, and loss of well being on good people. All to satisfy the “Criminal Minds”.

According to a recent report by Mr. Nils Melzer, and as discussed at a 2/28/20 proceeding at the United Nations, the practice can misuse medical implants, neurotechnological devices, weaponized psychology, and mobbing – all to achieve the utter destruction of any one individual. We cite from Mr. Melzer’s report below, to aid and support people who are going through these challenges

How are these crimes being committed ?

Well for one thing, the expert finds these practices not limited to rogue states, but are rather easily wielded by:

“corporate actors and organized criminals”

That means it can be done for revenge, profit, or sadist entertainment. These practices cause financial ruin and isolation by:

“intimidation, harassment, surveillance, public shaming and defamation, as well as appropriation, deletion or manipulation of information.”

The resulting powerlessness and silence are easily enforced by the use of:

TORTURE, “mobbing, cyber-bullying, and state-sponsored persecution depriving victims of any possibility to effectively resist or escape their abuse”

Finally, the misuse of high tech devices, allows severe mental suffering to be remotely inflicted:

Medical implants and, conceivably, nano- or neurotechnological devices.”

The practices are not complicated, rely on various human weaknesses, and clearly thrive in authoritarian times. His presentations in a serious and severe manner warns of mobbing, ‘threats, intimidation,‘ and ‘inducing phobias,’ or ‘inducing anxiety’ all of which cause to people be unable to work, and frightens them away from help. The result is devastating.

The report ends with the following paragraph:

“Challenges of new technologies: In order to ensure the adequate implementation of the prohibition of torture and related international legal obligations in present and future circumstances, its interpretation should evolve in line with new challenges and capabilities arising in relation to emerging technologies not only in cyber space, but also in areas such as artificial intelligence, robotics, nano- and neurotechnology, or pharmaceutical and biomedical sciences including so-called “human enhancement”.

Most people are surprised to see anyone at the United Nations openly expressing such a complete grasp of the situation. You should know that his is very much another case of one person, standing to stem a tide. Mr. Melzer is therefore facing resistance, including the recent withdrawal of from Norway $100,000 in earmarked funding, leading to the recent loss of his investigative team.

It is hoped that the particular country engaging in such de-funding can realize the shame and infamy that would befall anyone who ignores and therefore aids and abets these vile practices.

“Mr. Melzer’s expertise in torture and CIDT was forged in the field: he is a 12 year veteran of the International Committee of the Red Cross (ICRC), there serving as Delegate, Deputy Head of Delegation, and Legal Adviser in various conflict zones. He also led the University of Zürich’s Swiss Competence Center on Human Rights, and was Senior Adviser on Security Policy for the Swiss Federal Department of Foreign Affairs. Mr. Melzer has written several books, including Targeted Killing in International Law (Oxford University Press, 2008), which was awarded a prize in International Law. He also co-authored manuals and policy guidance for the Red Cross, and NATO.

Mr. Melzer latest and perhaps greatest pursuit looks at the enemies of our freedom, and leads the charge head on. Mr. Melzer has identified the gap in International Law regarding Torture – the one that allows psychological torture – a gap being expanded by technological advances, misuse of behavioral sciences, and plain old statutory loopholes.”

THE EUROPEAN COALITION network of laymen and professionals

On 21st of August 2009, The Coalition a non-partition, nonprofit human rights organization established a network of laymen, technical knowledge and variety of whistle-blowers globally for the enlightenment of Targeted People. These groups will be dealing with the social and ethical sides of research, development and the implementation of emerging technologies, and contribution for a safe FM spectrum in our societies.

Turning point

Through our work we have found what we believe to be the most important research area when it comes to brain/body technologies and surveillance systems. This will (hopefully) lead us to new and significant discoveries regarding how these technologies work and the implications it will have on our society.

The most interesting part are the Direct Human Brain – AI – Interface System technologies. The Coalition will do extensive and thorough research into this totally new area, which at this point, is being investigated by the UN Special Rapporteur on Torture.

Our Coalition has 10 years of experience in mapping cyber crimes, in interviewing victims from all over the world, advising and approaching the establishment in this matter.

Developments in Neuroweapons

Neuroscientist Dr. James Giordano. Neuro-Weapons. Cyber Directed Energy Weapons. Brain Implants.

In his presentation neuro scientist dr. James Giordano explains about
current and future developments in neuroweapons and about how
individuals and groups can be targeted in various sophisticated ways
such as the directed energy weapons used on US embassy workers in
Cuba. He also mentions transcranial neuro modulation, a method for
reading and writing into the brain function in real time remotely.


Other means such as drugs, bugs, devices and weaponized biology and
bio-data are also mentioned as well as the newest developments with
nano-particulate matter, used to create small controllable robotic
units at the nano scale, that can be aerosolized and weaponized. He
finishes of questioning whether civilian ethics are even viable
anymore, as military ethics are dominating everything.

Cyber psychological systems like cognitive radio are used to interrupt human perceptions and memory. They can also be used to spy on people violating personal integrity which could lead to corruption and slavery in society. Cyber torture is also called no-touch torture or brain-machine interface.

One way to handle this situation is to regulate new technologies and use AI control mechanisms by independent and impartial investigators. The evidence gathered could then be used to convict criminals easier and quicker in the future.

Professor Meltzer and his team is now underway to create an international legal framework covering cyber technologies that can cause torture which previously was hard to prove. In the future it may be necessary to establish Radio Frequency Spectrum police in order to protect humanity from cyber terrorism. Nils Meltzer also revealed to me personally that the HRC will release several reports on this subject soon in the future.

UN Starts Investigation to Ban Cyber Torture

UN Human Rights Council (HRC) Special Rapporteur on torture revealed during the 43rd HRC that Cyber technology is not only used for internet and 5G. It is also used to target individuals remotely – through intimidation, harassment and public shaming.

On the 28th of February in Geneva, Professor Nils Melzer, UN Special Rapporteur on Torture and other Cruel Inhuman Degrading Treatment and Punishment, has officially confirmed that cyber torture exists and investigation is now underway on how to tackle it legally.

Electromagnetic radiation, radar, and surveillance technology are used to transfer sounds and thoughts into people’s brain. UN started their investigation after receiving thousands of testimonies from so-called “targeted individuals” (TIs).

Professor Nils Melzer is an expert in international law and since 2016 he holds the Human Rights Chair at the Geneva Academy of International Humanitarian Law and Human Rights. His team has found evidence that Cyber technology is used to inflict severe mental and physical sufferings.

“Judges think that physical torture is more serious than cruel, inhuman or degrading treatment,” he told the Guardian on 21 February. “Torture is simply the deliberate instrumentalization of pain and suffering.” These psychological torture methods are often used “to circumvent the ban on torture because they don’t leave any visible marks”.
